10th ANNIVERSARY OF THE CHAIRE MERCOSUR, June 12th, 2009

Europe-South America Post-Crisis Relationship: Together or Apart?
Mercosur Chair Annual Seminar

The global crisis has put trade negotiations in the back-burner and the financial and economic hurricane that hit the world economy in 2008 has shuffled all the cards.

Nobody knows when and how we will see a recovery, but new ways of looking at norms, regulations, sustainability of production processes, energy use and credit instruments, trade relations and economic governance in general, will certainly emerge from the current global turmoil.

The core perspective of this Seminar is to look at possible post-crisis scenarios and to evaluate how European and South American countries can cooperate in weathering the present challenges and building a new world economic framework. Will the two regions face the future together or apart?

The Mercosur Chair
The Mercosur Chair at Sciences Po is the core of a research network and debates about the issues and characteristics of the countries of Mercosur (Argentina, Brazil, Paraguay, Uruguay and Venezuela) and their neighboring associate member states. This co-operation tool was created in September 1998 and inaugurated in September 1999.

Objectives
It aims, within the framework of the internationalization of Sciences Po, to make up for the deficit of exchanges with this region. A region that has kept significant cultural links with both France and Europe. And where, at present, important economic links are forged.

The objectives of the Mercosur Chair are:

  • improving students and interns awareness to the key issues and main debates concerning the region;
  • production of academic knowledge on the Mercosur and its relationship with the rest of the world.
  • the configuration of a neutral ground for a political and civil society debate on the main current affairs concerning the region.
  • Offering Mercosur and Union Europeénne leaders, in public and private sectors, a non-governmental tribune free from the restrictions of official dialogue between States.
  • training of executives and experts from both public and private sectors, as well as civil society organizations;

Methodology

  • Our working method is based on building co-operation progressively through the creation of networks linking researchers, experts and students, business CEOs and executives, politicians and high-level civil servants, journalists and people responsible for NGOs and international organizations
  • Our main activities in Sciences Po and in the Mercosur are academic teaching, research, open seminars, expert workshops (publishing their research on a regular basis), and the exchange of students, academics and specialists across the Atlantic
  • Our different associate partners are institutions (universities, diplomatic academies, research centers), businesses, civil society organizations, international organizations or individuals (experts and researchers)
